SCOPE OF WORK

SAMS Foundation is looking for a national dedicated humanitarian professional to serve as Field Safety & Security Officer (S&S Officer) in Yemen. Under the supervision of the Country Director (CD), the S&S Officer will be based in Aden, Yemen, with potential travel to other districts in Yemen including Sana’a to assist with development of operations there. The S&S Officer will directly advise the CD on all project and staff related safety and security matters, and produce and implement field security plans, standard operating procedures, and training plans. The S&S Officer in collaboration with the Liaison Officer will coordinate with Non-Governmental Organizations, United Nations (UN), military and security officials, and liaise with armed groups to produce and update context assessments, risk assessments, and incident tracking systems. Finally, in collaboration with the CD and SAMS Foundation Headquarters, the S&S Officer will create and rehearse critical incident reporting and management procedures for Yemen.

KEY RESPONSIBILITIES

Under the supervision of SAMS Foundation Country Director and Global Response Manager, the holder of this post is responsible for:

A)    Safety & Security Planning & Management

  • Provide technical support to the CD and other country management teams on all policies, procedures, guidelines and planning for staff safety, operational security and program continuity.
  • Advise the CD on humanitarian access, acceptance, and safety and security considerations in the conduct of operations.
  • Evaluate, review and update the security management and contingency plans on a regular basis in compliance with global safety and security standards and requirements.
  • Establish phone trees, alert rosters, and incident reporting procedures; ensure the timely dissemination of relevant safety and security information to all field staff.
  • Compile and submit regular reports that track incidents and trends in humanitarian access and local security contexts within the SAMS’ areas of operation.
  • Provide credible information and contextual understanding of localized and country-wide security situations and incidents along with appropriate advice to SAMS field and program management staff
  • Create and conduct safety and security briefings and training for all personnel; design and run regular security drills in coordination with the CD.
  • Update the Field Security Plan in accordance with international and locally recognized standards and existing SAMS Foundation policy.
  • Tailor organizational level critical incident response plans to the Yemeni Context.
  • Work closely with the Headquarter and Regional Office to identify learning and development needs related to safety and security in the country program.
  • Provide regular trainings for SAMS staff on humanitarian principles and safety and security preparedness. Training(s) may include Standard Operational Procedures; Humanitarian Negotiations; Contextual Understanding; Safety & Security Risk Management; Incident Management & Reporting….etc.
  • Advise program and field management teams on context-specific risks pertaining humanitarian access, safety, and security, and contribute to the development and implementation of mitigation measures and plans.

B) Networking, Partnership & Advocacy for Business Development

  • Attend safety and security related coordination meetings on behalf of the organization.
  • Establish networks with all relevant actors in the local context in order to ensure organizational acceptance and awareness of security concerns.
  • Work with United Nations Office for the Coordination of Humanitarian Affairs (OCHA) to ensure participation in Yemen humanitarian deconfliction mechanisms.
  • Maintaining a network of SAMS security focal points in the country program as well as external professional contacts and counterparts.
  • Identify, create and maintain a network with NGO/UN and other humanitarian access and security specialists suitable for the region.

C) Preparedness and Incident Response

  • Conduct safety and security inspections of field sites; report deficiencies to CD and establish and implement corrective measures.
  • Advise logistics personnel on the procurement of safety and security related equipment, facilities, and other resources.
  • Serve on the country Incident Management Team in response to Critical Incidents; liaise with HQ staff, insurance providers, and local actors to ensure their resolution.
  • Write post-incident assessments and lessons learned for organizational distribution.
  • Contribute to the development of country emergency preparedness plans.
  • Contribute to the development of operational and programmatic contingency plans that respond to different emergency scenarios.

REQUIREMENTS:

Minimum requirements of this position are:

  • Position available only to Yemeni nationals.
  • A minimum of 5 years of non-profit or NGO work experience in humanitarian security management.
  • Fluency in English and Arabic.
  • Understanding of local context, dynamics, and access limitations related gender, disability, religion, tradition, and local norms.
  • Strong experience as a trainer; ability to develop, implement, facilitate and impart learning to a wide range of audiences, especially in security related fields.
  • Superior oral and written communication skills, with ability to express ideas and concepts clearly and persuasively with senior internal and external stakeholders
  • Demonstrated experience with context assessment, risk assessment, and security policy and procedure creation using.
  • Knowledge of physical security and site safety best practices.

Desirable profiles may have one or more of the following:

  • INSSA Certification or professional training in NGO security management is highly valued (e.g. RedR, HEAT)
  • Proficiency in Microsoft Office (Word, Excel, PowerPoint)
  • Proven ability to design and lead training engagements with staff and partners to enhance skills and adapt to changing program demands
  • Proven experience as professional and reliable manager
  • Highly skilled in organizing large-scale, fast-paced, responsive field programs.
  • Training in Humanitarian Assistance and Emergency & Disaster Management.
